Understanding CMORG's Dynamic Scenario Library (DSL)

The Dynamic Scenario Library (DSL) is a community resource developed by CMORG to support firms in strengthening their operational resilience. It provides a structured catalogue of scenarios to be used in a variety of ways, for example:
- To support testing of firms’ capabilities to remain within Impact Tolerances (ITOLs) during severe but plausible disruptions, or stress test to identify breaking points;
- as part of third-party scenario testing assurance processes; or
- as the basis for sector-wide exercises.
What the DSL Offers:
- A catalogue of scenarios designed using a shared methodology.
- Scenarios that reflect the current threat landscape.
- Guidance for firms, authorities, and sector-wide initiatives to localise and adapt these scenarios.
Importantly, these scenarios are not mandatory. Instead, they serve as a collaborative toolkit to foster greater consistency across the financial sector.
Developed with input from CMORG member firms, the DSL is a product of deep sector collaboration. It supports continuous improvement through:
- Ongoing contributions from the Operational Resilience Collaboration Group (ORCG).
- Input from specialist groups in cyber, third-party resilience, and information security.
- Periodic refreshes to ensure the library remains relevant, useful, and responsive to emerging risks.
It is important to note that the DSL is a collaborative resource designed to support, but not dictate, firms' operational resilience planning. While it offers a catalogue of severe but plausible disruption scenarios, it is not prescriptive; each firm remains responsible for crafting their own tests tailored to their operations. Intended as a supplementary tool, the DSL enhances individual planning efforts and fosters sector-wide consistency, resilience, and knowledge sharing across the financial industry.

CMORG-endorsed capabilities (including good practice guidance, response frameworks and contingency tools) have been developed collectively by industry to support the operational resilience of the UK financial sector. The financial authorities support the development of these capabilities and collective efforts to improve sector resilience. However, their use is voluntary, and they do not constitute regulatory rules or supervisory expectations; as such, they may not necessarily represent formal endorsement by the authorities.
