This document outlines sector-wide principles for service substitution in the event of severe operational disruption. It builds on lessons from SIMEX22 and the Sector Response Principles for a Paralysed GSIB, as well as PRA/FCA operational resilience requirements. The principles cover preconditions, preparatory actions, and in-crisis principles for substituting important business services, with emphasis on non-competitive, transparent arrangements, data integrity, communication, and regulatory alignment.
